Unlike some other French Riviera resorts you might care to name, Toulon has never succumbed to the allure of mass tourism. It’s an unapologetically industrious working city, home to France’s second largest naval fleet and backed by the oldest wine-growing area in the country. That isn’t to say that Toulon makes no concessions to visitors. Its coastline is peppered with sandy beaches, there’s a respectable line-up of cafés, restaurants and museums, and the markets that regularly flood the pretty streets invest this lively metropolis with the tastes and smells of rural Provence.
